A study of the fiscal envelope hui. It discusses the protest actions of Waitangi Day 1995 and the following land occupations. The author was then Chief Executive of Te Puni Kokiri, and had the task of organising the hui. He attended all of them. The deep-seated concerns of Maori are identified and the growing tension between young Maori leaders and the older kaumatua is discussed. The text is illustrated with photographs.
